Procedure of registration of guests of the Heads and employees of the Diplomatic Missions

Foreign citizens who arrive in the Republic of Belarus as guests of the Heads and employees of the Diplomatic Missions and who reside in the heads’ residences or in premises of the missions, offices, bodies or in accommodations occupied by their employees shall be registered in the Ministry of Foreign Affairs of the Republic of Belarus.  

For registration of a guest, it is necessary to provide the following documents to the State Protocol Service not later than one working day after his/her arrival:

the note of the diplomatic mission;

the registration form filled in by a foreign citizen. This form must be certified with a signature and a seal of the Head of the diplomatic mission (all points of the form should be filled according to the requirements);

passport;

two color photographs of  30×40 mm size corresponding to the age of a foreign citizen.

The required term of registration shall not exceed the validity of the visa, or, in case of existing visa-free regime of entry and departure, can’t be more than 90 days in a calendar year.

The documents for registration of guests of diplomatic missions, provided with the violation of the term stated above, will be registered from the moment of receiving the documents by the State Protocol Service. In this case the liability prescribed for the violation of migration legislation of the Republic of Belarus is imposed on the guests of corresponding Diplomatic Missions.

The State Protocol Service highlights that in accordance with the Article 45 of the Law of the Republic of Belarus “On the legal status of foreign citizens and stateless persons in the Republic of Belarus”, foreigners who have arrived in the Republic of Belarus for the weekends, public holidays and holidays, established and declared by the President of the Republic of Belarus as legal holidays, and (or) for up to five working days, if their departure from the Republic of Belarus will be performed during these days, are not supposed to be registered.

In case a foreign citizen stays in the Republic of Belarus more than 90 days, the issuing of the permission for temporary stay is required.

To obtain the permission for temporary stay on the territory of the Republic of Belarus, a foreign citizen, who is residing together with the heads and employees of diplomatic missions in the heads’ residences or premises of the missions or in accommodations occupied by their employees, the following documents shall be provided to the State Protocol Service not later than three working days after his/her arrival in the Republic of Belarus:

the note with a request to obtain the permission for temporary stay on the territory of the Republic of Belarus with the indicated purpose of stay;

the registration form filled in by a foreign citizen and certified with a signature and a seal of the Head of the diplomatic mission (all points of the form should be filled in according to the requirements);

passport;

two color photographs of  30×40 mm size corresponding to the age of a foreign citizen.

After getting the respond from the Department of Citizenship and Migration of the Ministry of Internal Affairs of the Republic of Belarus, the State Protocol Service informs a Diplomatic Mission by a note about the approval of issuance of temporary stay permission on the territory of the Republic of Belarus. After receiving this information, a Diplomatic Mission should apply to the indicated in the note Department of Citizenship and Migration of the Ministry of Foreign Affairs of the Administration of a relevant district of the city of temporary residence.
