Security Arrangements for Protected Persons

In accordance with the Law of the Republic of Belarus of May 8, 2009 №16-З ”On State Protection“, safety of protected persons during their visits to the Republic of Belarus is provided by the Security Service of the President of the Republic of Belarus.

Protection measures of the Belarusian Side are subject to the following conditions:

a representative of a foreign country has an official status of a protected person of his/her own state (a state takes special measures to provide personal armed security of a high guest by officers of its’ security services);

a note verbale of a Diplomatic Mission (to provide safety of a high guest) should be received by the Ministry of Foreign Affairs of the Republic of Belarus no later than five working days prior a visit.

If a protected person is accompanied by officers of a security service of a foreign state (state guard) with firearms, a Diplomatic Mission should sent a note verbale to the Ministry of Foreign Affairs no later than five working days prior a visit with a request to issue a permit for import, carrying and export of weapons (hereinafter – a permit) by officers of a security service of a foreign state in accordance with the attached Form 1, as well as to provide safety of a high guest by the Belarusian Side.

As a rule, under aforementioned conditions the Belarusian Side issues a permit for a single unit of short-range firearms, excluding a possibility of firing in bursts, for one accompanying security service officer, but no more than five firearms items during a visit of a high guest for an accompanying group of officers and two magazines with ammunition for each weapon item. Import of other weapons and (or) in greater numbers may be permitted in exceptional cases according to the results of additional justification and approval by the Security Service of the President of the Republic of Belarus. 

A permit is not issued in case an official request by a Diplomatic Mission to provide safety of a high guest during his/her visit to the Republic of Belarus is not received by the Belarusian Side.

An appropriate permit is issued by the Ministry of Internal Affairs of the Republic of Belarus (4, Gorodskoy Val street, entrance № 2; phone number +375 17 218 73 56, intercom phone number: 73 56) to a member of a Diplomatic Mission upon the presentation of a diplomatic or service card

In the future a member of a Diplomatic Mission, who has received a permit, should comply with a following procedure.

A permit is delivered to the State Border entry point of armed security officers of a foreign state for the verification of imported weapons and assurance of a permit by customs officers of the Republic of Belarus. An original permit subsequently remains with officers of a security service of a foreign state during their whole stay on the territory of the Republic of Belarus.

While exporting weapons, an original permit shall be presented to the officials of the customs body of the Republic of Belarus. 

Safety of a high guest in the Republic of Belarus without an official status of a protected person of a sending state may be provided by special Department of the Ministry of Internal Affairs of the Republic of Belarus on a contractual basis.

When radio stations are used by security officers of a foreign state, an official request for approval of the use of the equipment in accordance with the attached Form 2 is sent by a Diplomatic Mission to the Ministry of Foreign Affairs of the Republic of Belarus no later than five working days before a visit in accordance with the Regulation on the procedure of the use of radio frequency spectrum, approved by the Decree of the President of the Republic of Belarus of 15 April 2013 of No.192 ”About the allocation and use of radio spectrum and introduction of addition and changes into the presidential Decree of the Republic of Belarus of 31 July 2006 No.473“.

If the terms of requests for import of weapons and use of radio stations are violated, the Belarusian Side could refuse to grant appropriate permissions.
