Deputy Minister of Foreign Affairs of Belarus P.Utyupin visits Moscow

On March 28, 2025 the Deputy Minister of Foreign Affairs of the Republic of Belarus, Pavel Utyupin, took part in the International Economic Forum of the CIS Member States "New Impulses for the Development of the Greater Eurasian Partnership: Scientific, Technological and Innovation Cooperation", which took place in Moscow.

The forum is attended by heads of integration associations of the CIS, EAEU, SCO, Union State, deputy prime ministers of the CIS countries, representatives of ministries, leading universities of the CIS countries, sectoral cooperation bodies, industry associations, banking communities, as well as business communities of the CIS member states.

More than two thousand people attend the CIS International Economic Forum every year.

Pavel Utyupin emphasised in his speech that in recent years the theme of the Greater Eurasian Space development has gained practical content, as the new system of geopolitical and economic realities increasingly clearly shows the interdependence and complementarity of integration associations that operate in the Eurasian space.

Pavel Utyupin paid special attention to the agenda of the Commonwealth of Independent States in the economic sphere. He noted that in order to further develop the Commonwealth it is necessary to focus on expanding the free trade zone in services, removing obstacles to mutual trade, ensuring technological sovereignty and food security, deepening industrial cooperation and implementation of import-substituting projects, creating new and expanding the capacity of existing transport corridors, establishing independent, stable and secure regional monetary, financial and payment systems,  increasing solidarity in countering illegal measures of sanctions pressure from third countries, and the widespread use of innovations.

The head of the Belarusian delegation briefly outlined the programme of the Belarusian chairmanship of the EAEU in 2025.  

He emphasised that one of the unconditional priorities of regional integration is close cooperation in digital development, as well as in scientific, technological and innovation cooperation, and that in the near future the main goal of the Commonwealth in the field of innovation should be the formation of a common scientific, technological and innovation space of the CIS capable of becoming a growth driver for all its members.

At the end of his speech, the head of the Belarusian delegation thanked all the CIS countries for supporting the initiative to award the CIS honorary title "City of Labour Glory. 1941 – 1945" to those cities and labour collectives whose labour contribution to the victory over fascism was not marked in their time. Belarus nominated the cities of Baranovichi (Brest region) and Orsha (Vitebsk region).

Pavel Utyupin expressed his conviction in the importance of worthy celebration of the 80th anniversary of the Great Victory in 2025.

On the sidelines of the International Forum, the Deputy Minister of Foreign Affairs of the Republic of Belarus, Pavel Utyupin, had a brief meeting with the CIS General Secretary, Sergey Lebedev, during which the parties discussed topical issues on the agenda of the Commonwealth.

During his visit to Moscow, Pavel Utyupin had a working meeting with the Deputy Minister of Foreign Affairs of the Russian Federation, Alexander Pankin.

During the negotiations, the parties discussed current areas of cooperation, the progress in implementing certain decisions of the Supreme Eurasian Economic Council held in December 2024, ongoing activities for positioning the EAEU as a reliable and predictable partner in the international arena.

Preparation and holding of the next meeting of the Supreme Eurasian Economic Council, which is scheduled to take place in Minsk, were also discussed.
