Deputy Minister of Foreign Affairs of Belarus V.Rybakov participates in the Second ECOSOC Forum on Financing for Development follow-up

On May 23, 2017 at the United Nations Headquarters in New York, the Deputy Minister of Foreign Affairs of the Republic of Belarus, Valentin Rybakov, participated in the Second Economic and Social Council (ECOSOC) Forum on Financing for Development follow-up.

Background Information: The event is one of the international forums established under the Addis Ababa Action Agenda, which was adopted at the Third International Conference on Financing for Development (Addis Ababa, Ethiopia, July 13-16, 2015), it serves as a platform for dialogue on financing for development follow-up and is held annually.

In his statement, V.Rybakov stressed the role of official development assistance as an important source of development financing and the need for OECD countries to fulfill their obligations in this area.

The Belarusian diplomat drew attention to the specific problems of middle-income countries and the need to move to concrete steps in order to implement the provisions of the Addis Ababa Action Agenda on this category of countries. In this regard, V.Rybakov called upon the UN system to develop a more nuanced country classification that goes beyond the narrow frame of per capita income criteria. The Deputy Minister also proposed to establish a coordination mechanism in order to facilitate the provision of international assistance to middle-income countries, as well as to use their experience, potential and expertise for the benefit of global sustainable development.

V.Rybakov touched upon issue of functioning of the Technology Facilitation Mechanism, noting the interest of Belarus in expanding the availability of environmentally sound energy technologies.
