Permanent Representative of Belarus V.Rybakov participates in a thematic discussion of the Operational Activities for Development Segment of the ECOSOC session

Operational Activities for Development Segment (OAS) of the Economic and Social Council’s session began its work on May 21, 2019 at the UN Headquarters in New York.

For reference. Belarus is a member of ECOSOC and is a Vice-President of its Bureau. ECOSOC Operational Activities for Development Segment is devoted to the implementation of the UN GA resolution 71/243 on quadrennial comprehensive policy review of operational activities for development of the United Nations system, as well as to the first results from the implementation of the UN package on UN development system repositioning approved by the UN Member States in May 2018.
 
Permanent Representative of the Republic of Belarus to the UN, Valentin Rybakov, as a moderator took part in a thematic discussion of the OAS dedicated to the first changes on the ground after the kick off of the UN development system reform implementation on January 1, 2019. 
 
 
For reference. UN development system reform is one of the three main elements of the Organization’s reforming, along with management and security reforms. The reform is carried out in accordance with UNGA resolution 72/279 on the reorganization of the UN development system. The reorganization includes the reform of the resident coordinator system, their reassignment to the Deputy Secretary-General, as well as a new generation of the UN country teams.
 
During the event, Permanent Representative of Belarus focused discussion on the fact that it is not the reform of the development system itself that is of decisive importance, but how its implementation on the ground will lead to an increase in the effectiveness of assistance to countries.
 
V.Rybakov stressed the need to fully take into account the special needs of the host countries when determining configuration and modalities of the UN development system’s presence within countries and urged resident-coordinators who participated in the discussion to unconditionally adhere to this cross-cutting UN operational principle.
