Deputy Minister of Foreign Affairs of Belarus V.Rybakov participates in the session of the IAEA Board of Governors

On November 17-18, 2016 in Vienna the Deputy Minister of Foreign Affairs of the Republic of Belarus, Governor of Belarus, Valentin Rybakov, participates in the IAEA Board of Governors session.

In his statement on behalf of the Member States of the Treaty on the Creation of the Union State, V.Rybakov pointed out that through the IAEA Technical Cooperation Programme Member States contributes to the implementation of Article IV of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which provides for the NPT Parties to promote the use of nuclear energy for peaceful purposes. It was emphasized that the IAEA services in the field of technical assistance and cooperation are in demand among Member States and are stable channel for sharing experience and knowledge.

Deputy Minister drew attention that Belarus and Russia support the IAEA policy to use technical cooperation as a tool to achieve the UN Sustainable Development Goals, stressing that all the IAEA Member States should have equal access to opportunities and resources for the Technical Cooperation Programme. Countries embarking on a nuclear power programmes are not an exception. In this regard the IAEA should be guided by an individual approach to the Member States’ needs in the light of their actual interests and capabilities to launch and expand national nuclear energy programmes and projects.

Belarus, which constructs its first nuclear power plant, actively uses the Agency’s Technical Cooperation Programme to capacity building of a regulatory body, establishing a personnel training system for nuclear energy.

Projects in the field of medicine and related to overcoming the consequences of the Chernobyl accident traditionally occupy significant part in the technical cooperation framework with the Agency.

In the course of the session, V.Rybakov also spoke in his national capacity on the IAEA safeguards implementation in the Member States. Belarus supports the Agency’s activities on verification of non-proliferation obligations under the NPT and proceeds from the fact that the relevant work should be based on existing international agreements between the IAEA and its Member States.
