Permanent Representative of Belarus to the OSCE V.Voronetsky participates in the 2016 OSCE Annual Security Review Conference

On June 28-30, 2016 Vienna is hosting the annual OSCE Security Review Conference.

Belarusian delegation headed by the Permanent Representative of Belarus to the OSCE, Valery Voronetsky, participates in the conference. The delegation also includes representatives of the Ministry of Foreign Affairs and the Permanent Delegation of Belarus to the OSCE.

The conference is expected to consider the whole range of current issues in the field of European security, including the insurance of security and stability in the OSCE region within the context of the situation in Ukraine; problems and prospects of the control of conventional arms and confidence-building measures and security (CSBMs); combating transnational threats and challenges, including terrorism and migration; existing conflicts in the OSCE area and the strengthening of the Organization’ anti-crisis mechanisms.

During the opening session, the head of the Belarusian delegation expressed opinion that the OSCE region is covered by multi-level crises of various natures — from international terrorism and migration to regional conflicts and economic challenges.

Valery Voronetsky focused on the crisis of confidence and the differences in approaches to security, which are transformed into extensions of military capabilities, the growth of the military-political tensions against the background of erosion of arms control arrangements and CSBMs. He noted that the unilateral deployment of missile defense system in Europe undermines the principle of the indivisibility of security.

The Belarusian diplomat called for a realistic assessment of the reasons of crises in the OSCE region, as well as of the reasons of ineffectiveness of anti-crisis mechanisms. V.Voronetsky stated the need to multiply the positive unifying potential gained in the fight against transnational threats and challenges, to restore the viability of arms control system and CSBMs in order to ensure security without increasing military capabilities and military presence, to enhance mutual trust through economic compatibility and through the development of dialogue and cooperation between the different integration structures and processes in the OSCE area.

Permanent Representative of Belarus to the OSCE stressed that the construction of a reliable European trade and economic architecture is an integral component of European security, where there will be no place for sanctions and dividing lines.
