On June 30, 2025 a meeting of the Council of Ministers of Foreign Affairs of the Collective Security Treaty Organisation was held in Cholpon-Ata (Kyrgyz Republic), attended by the Minister of Foreign Affairs of the Republic of Belarus, Maxim Ryzhenkov.

During the meeting, a thorough and frank exchange of views took place on the current state of the international and regional situation and its impact on the security of CSTO member states.

In his speech, Maxim Ryzhenkov stated the continuing crisis in the existing world order, further degradation of bilateral and multilateral arms control and non-proliferation mechanisms, and the inability of international structures to respond effectively to crises and conflicts due to deep divisions between participating states. He expressed concern about the growth of military spending and the progressive arms race, especially in the Eastern European region.

The head of the Belarusian Foreign Ministry emphasised the importance of joint efforts to shape the security architecture in Eurasia and build a multipolar world based on the principles of equality, sovereignty and respect for diversity in development paths. He expressed the opinion that in the new paradigm of international relations, the CSTO should become one of the military-political pillars of the Eurasian security architecture and a multipolar world order.

He drew attention to the Belarusian initiative to develop the Eurasian Charter of Diversity and Multipolarity in the 21st Century and the upcoming III Minsk International Conference on Eurasian Security in October 2025. He invited CSTO partners to actively participate in the conference.
