Council of the Baltic Sea States

Founded in 1992, the Council of the Baltic Sea States includes Germany, Denmark, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Finland, Sweden, Estonia, and a representative from the European Commission.

The CBSS focuses on the environment and sustainable development, economic development, energy, education and culture, civil security and human dimension, including the fight against human trafficking.

As an observer state since 1 July 2009, Belarus has taken active part in a number of the CBSS projects and activities. 

The cooperation between Belarus and the CBSS has been active on the issues of the environmental protection, radiation safety, health, and migration within the regional format.

Belarus participates in a number of the CBSS related projects and mechanisms, including the Baltic Energy Ring (development of an energy system uniting the Baltic region states), and the Baltic Sea States Subregional Cooperation. With support of the CBSS, Belarus started co-operation with the EU Northern Dimension Partnership in Public Health and Social Well-being. The CBSS has also assisted in developing partnership relations between children’s health institutions of the Council member states and Belarus.

The INTERPOL National Central Bureau of Belarus has developed interaction with the CBSS working group on children. Belarus appointed a contact officer on the problems of children left without parental care as well as victims of human trafficking in the Baltic Sea region.

Six Belarusian universities have participated in the Baltic Sea Region University Network. In 2018, the CBSS awarded a 65 thousand euro grant for the Network project “Integrating the teaching of business disciplines in Belarusian universities into the higher education system of the Baltic Sea Region”.

Belarusian representatives participate in the annual consultations of the CBSS senior officials committee with the observer states.
