Non-Tariff Regulatory Measures
Non-tariff regulatory measures are common for all EAEU member states, including Belarus, being carried out at the supranational level in compliance with the Treaty on the Eurasian Economic Union of May 29, 2014.
Article 46 of the Treaty provides for the list of common non-tariff regulatory measures applied by the EAEU in trade with third countries:
♦ prohibition of import and/or export of goods;
♦ quantitative restrictions on import and/or export of goods;
♦ exclusive right to export and/or import of goods;
♦ automatic licensing (surveillance) of export and/or import of goods;
♦ authorisation-based procedure for import and/or export of goods.
Annex 7 to the Treaty defines the procedure of introduction and application of non-tariff regulatory measures by the EAEU.
Article 47 of the Treaty and Annex 7 to the Treaty define the procedure of unilateral introduction of non-tariff regulatory measures by the EAEU member states.

The agency handling licensing for export and (or) import of goods in the Republic of Belarus is the Ministry of Antimonopoly Regulation and Trade.
