Permanent Representative of Belarus V.Rybakov takes part in briefing on funding compact on the UN development system repositioning

On February, 28, 2019 as part of a financial dialogue on preparation of a funding compact on the the UN development system repositioning the Permanent Representative of the Republic of Belarus to the UN, Valentin Rybakov, participates in a final briefing by the UN Deputy Secretary-General, Amina Mohammed, on the discussion of the draft funding compact.
The financial dialogue was initiated by the Secretary General in accordance with the mandate laid down in UN GA resolution 72/279. The dialogue includes plenary meetings under the leadership of A.Mohammed and technical consultations of an expert group on separate compact’s elements for their subsequent consideration during plenary meetings. The compact will be presented by the Secretary General during the ECOSOC operational segment in May this year. Belarus as the ECOSOC Bureau member entered a group of 19 states responsible for technical consultations.
In his statement, the Head of the Belarusian diplomatic mission positively assessed the prepared draft funding compact.
V.Rybakov expressed appreciation for the support of the Belarusian proposal for the explicit inclusion of the principle of national ownership in the compact. The Permanent Representative noted that as a prerequisite for ensuring political will of the majority in order to effectively implement all the objectives laid down in the compact.
The Permanent Representative also welcomed inclusion in the draft compact of an issue of efficiency gains from the development system’s repositioning and an issue of their redeployment to development activities. Noting that Belarus initially advocated paying proper attention to this aspect in the funding compact, he welcomed the compact’s goal to institute an efficient and credible mechanism for tracking saved gains.
V.Rybakov expressed hope that this mechanism will serve as an additional channel for constant and open communication line between the sustainable development system and Member States, which is especially important for maintaining high credibility in the context of reforming the system and adapting it to new realities.
