Belarusian Delegation participates in the OSCE Annual Security Review Conference

On June 27, 2017 the OSCE Annual Security Review Conference started its work in Vienna.

The delegation of the Republic of Belarus, headed by the Permanent Representative of Belarus to the OSCE Ambassador, Alena Kupchyna, takes part in the conference. The delegation also includes the Head of the Department of International Security and Arms Control of the Ministry of Foreign Affairs, Alyaksandr Chasnouski.

The conference holding under the general topic “Strengthening Security through Dialogue” will review the whole range of current problems in the field of European security, including in the context of the settlement of the conflict in Ukraine; restoration of confidence and reduction of risks and threats in the political and military fields through a structured dialogue on current and future challenges and risks to security in the OSCE area; challenges and prospects for conventional arms control and confidence- and security-building measures; current and future trends in transnational threats and challenges; existing conflicts in the OSCE area and the Organization's contribution to their resolution.

The Head of the Department for International Security and Arms Control of the Belarusian Foreign Ministry, A.Chasnouski, called for preventing a new round of the “arms race” in the European region and increasing mutual trust in the military sphere. Belarusian diplomat emphasized the need to overcome economic fragmentation in the OSCE and build a fair and reliable trade and economic architecture in the Euro-Atlantic area that would take into account the interests of all participating states.

A.Chasnouski called for the use of the unifying nature of the OSCE on the basis of the 1999 Platform for Cooperative Security with the aim of consolidating efforts with other universal and regional organizations.

Ambassador A.Kupchyna moderated the special session “Ensuring security and stability in the OSCE region in the context of the situation in Ukraine.” A substantive exchange of views on ways and means of settling the conflict in the Donbas, as well as its implications for European security was held during this working session.

Summing up the discussion, the Belarusian diplomat concluded that, despite the persisting differences in positions, the participating states reaffirmed their commitment to the peaceful settlement of the conflict in Ukraine in accordance with the Minsk agreements, underscored the unique nature of the Minsk negotiating process, and also expressed support for the activities of the Trilateral Contact Group and the OSCE Special Monitoring Mission to Ukraine.

The conference will conclude its’ work on June 29.
