Belarusian delegation participates in the 22nd session of the Universal Periodic Review Working Group at the UN Human Rights Council

On May 4, 2015 Belarusian delegation headed by Deputy Minister of Foreign Affairs Valentin Rybakov took part in the 22nd session of the Universal Periodic Review (UPR) Working Group at the UN Human Rights Council (May 4-15, 2015, Geneva, Switzerland) to pass the second cycle of UPR.

The delegation also included First Deputy of the Supreme Court of the Republic of Belarus Valery Kalinkovich, Permanent Representative of Belarus to the UN Office in Geneva Mikhail Khvostov, representatives of the General Prosecutor's Office, the ministries of interior, health, foreign affairs, information, labour and social welfare and justice.

Valentin Rybakov presented the national report, noting that it had been prepared in close partnership with Belarusian NGOs. The report was written on the basis of four rounds of national consultations attended by government representatives along with more than 50 representatives of Belarusian human rights NGOs.

100 UN member states took part in the discussion on the UPR of Belarus. Our country’s progress in implementation of the recommendations of the first UPR cycle, especially in the socio-economic sphere, early achievement of Millennium Development Goals, as well as strengthened cooperation between Belarus and UN human rights mechanisms, including special procedures and treaty bodies, active cooperation with the Office of the UN High Commissioner for Human Rights were noted.

Reference: UPR is a mechanism created to review human rights situation in all countries of the world, as well as the level of implementation of the international commitments of the entire spectrum of human rights: economic, political, social, civil and cultural. Countries shall be reviewed once every 4.5 years. The first cycle of the UPR of Belarus passed in May 2010.

During the 22nd session of the UPR Working Group at the UN Human Rights Council the following countries will pass the second UPR cycle: Andorra, Bulgaria, Honduras, Liberia, Libya, Malawi, Mongolia, Maldives, Marshall Islands, Panama, the United States, Croatia, Jamaica.
