Initiation of changes in import duties

In the Republic of Belarus initiation of changes in import duties of UCT of CU is carried out in accordance with the Procedure for the preparation and submission to the Eurasian Economic Commission (hereinafter — the Commission) of initiative proposals of the Republic of Belarus, approved by the resolution of the Council of Ministers of April, 8 2010 534.
 
According to this order initiative proposals are formed by the central governmental authority within its jurisdiction, other state organization subordinated to the Government of the Republic of Belarus, implementing state policy in the field covered by the draft decision of the Commission (hereinafter – the governing body). The governing bodies are sectoral ministries and corporations, as well as the regional executive committees and the Minsk City Executive Committee. If necessary, the initiative proposals can be formed by the governing body together with the organizations of the Republic of Belarus or on their proposals.

Initiative proposals should include:

Initiative proposals are sent by the governing body for approval by the republican government authorities interested and other state organizations subordinated to the Government of the Republic of Belarus. They are to be co-ordinated with the Ministry of Foreign Affairs, the Ministry of Economy, Ministry of Finance.

Agreed by the interested bodies initiative proposals no later than thirty-five days before the meeting of the Commission are sent by the governing body to the Council of Ministers of the Republic of Belarus.

Provided that the draft project of the Commission is approved the documents with initiative proposals are passed by a member of the Commission of the Republic of Belarus to the Ministry of Foreign Affairs for onward transmission to the EEC.

The EEC sends the above proposals to the Russian and Kazakh parties.

The substantial consideration of initiative proposals made by any CU/CEA member state by the experts of each party follows at the meetings of the Advisory Committee on Trade of the EEC.

The final decision on initiative proposals is made by the Board or the Council of the Commission in accordance with the Regulations of the Eurasian Economic Commission and the Treaty on the Eurasian Economic Commission.
