Born on 19 October 1965 in the village of Negliubka, Vetka District, Gomel Region. Graduated with honour from Vilnius Higher Command School for Air Defence Radioelectronics (1986), graduated with honour from the Military Krasnoznamenny Institute (1992) and the Academy of Management of the President of the Republic of Belarus (1998).
