How can I get a visa application to enter Belarus?

Is it true that I can travel to Belarus visa-free?

According to the Presidential Decree, effective as of January 9, 2017 (with changes and additions effective as of July 27, 2018 and October 17, 2021), foreign citizens of 76 countries can enter Belarus for up to 30 days visa-free and exit from the territory of Belarus only through the state border checkpoints of the Republic of Belarus "Minsk National Airport", "Airport Brest", "Airport Gomel", "Airport Grodno", "Airport Mogilev", "Airport Vitebsk".
